Situated between the Tel Aviv Museum and the Headquarters of the Israeli Defense Forces, Traffic Lights was an anonymous reaction to the Cave of the Patriarchs massacre in Hebron on February 25, 1994.

Following an article in a local newspaper, the piece was removed by city officials.
